TALCOTT W.Va. (Hinton News) – On July 23, an individual allegedly went to the Summers County Sheriff’s Department saying a man, now identified as William Junior Fair II, 48, had cheated her out of $4,966.72. The victim also reportedly stated that Fair was living in a camper parked on her property without permission.
The victim stated that in 2021 she had some work done on the property that’s in the vicinity of Talcott. The work was done by Bethlehem Farms who helps out senior citizens who can’t afford the work. The victim said they only do work on the outside of the home, not the inside. The victim then came into contact with Fair. Through various conversations, the victim reportedly told Fair she needed someone to do some electrical and carpentry work inside the home. According to the criminal complaint, Fair stated he could make the repairs but needed somewhere to park his camper while doing so. The victim owned a section of property across from her home where she allowed Fair to park his camper. The victim allegedly advised Fair if he used any electricity he would be responsible for paying for it and that he would have to keep the grass mowed.
According to the criminal complaint, Fair went to the victim on November 17, 2021, and requested $1,200 for labor and supplies to start the repairs. The victim issued a check from her account and Fair reportedly cashed it on November 18, 2021. The victim allegedly stated that Fair never purchased supplies, completed any repairs or provided any receipts. The victim questioned Fair about when he would be making the repairs and buying the supplies. He reportedly would make excuses as to why he couldn’t or become angry and aggressive towards the victim. She continued to question Fair and he said he would make the repairs but only when he was ready.
The criminal complaint further states that Fair approached the victim on October 2, 2022, to request another check for $1,250 for labor and supplies. Fair reportedly cashed the check on October 3, 2023. On January 17, 2023, Fair returned requesting an additional $1,000. Fair cashed the check on January 17, 2023. Then, on February 20, 2023, Fair returned and requested $890 for more supplies. Fair cashed the check on February 21, 2023.
Reportedly, with the passing of time, the victim could see no supplies being bought and no repairs being made. She confronted Fair and informed him she wouldn’t be giving him any more money. According to the criminal complaint, she made contact in March of 2024 and gave Fair until April 30 to be off her property. Fair allegedly became quite angry, and began screaming, making threats and saying he wasn’t going anywhere. Then, on July 25, the victim had to call 911 reportedly because Fair was in her driveway screaming and making threats towards her and her small dog.
During the interview, the criminal complaint states that she told deputies she lived alone with her small dog and she was 64 years old. The victim reportedly explained how she was living in fear of Fair harming her or her dog. She said she was afraid to go outside and stayed in with her windows and doors locked. The victim stated that Fair would walk up and down her driveway swinging a golf club, making threats, screaming and cursing. She said he would also put signs on the front of his camper with threats directed towards her.
William Fair is being charged with four counts of financial exploitation of an elderly person, four counts of obtaining money under false pretenses, and trespassing. Fair is being held at Southern Regional Jail with his bind set at $50,000.
