Judith Ann “Judi” Lilly McCoy

Judith Ann “Judi” Lilly McCoy, 84, of Rockingham County, (formerly of Bath Co. and Grottoes), VA, passed away on Saturday, December 13, 2025, at her home.

She was born in Hinton, WV, on July 30, 1941, and was a daughter of the late James William and Leona Virginia (Ellison) Lilly.

Judi was a two term member of the Bath County Board of Supervisors. She was active in both the Millboro and Port Republic Ruritan Clubs, where she held numerous offices. Judi was a lifelong member of the Horeb Baptist Church, where she taught Sunday school. She had attended Mt. Vernon Church and most recently Congregation of Christ Church. She was a Facebook political sparring partner with numerous people. Above all she was a fierce defender of her family.

Judith was united in marriage on June 3, 1960, to John William McCoy.

In addition to her husband, she is survived by her children, Kimberly (Bill) Shepard, Lisa (Steve) Halterman, Robin (Robert) Cragett, Sandra (Jason Spart) Levengood; 12 grandchildren, Stephanie Laos, Josh Shepard, Hayley Shepard, Rita Croy, Diane Plecker, Luke Halterman, Alyssa Jo Halbeisen, Chelsey Shifflett, Allyson Gladden, Amber Levengood, John Levengood, and Savannah Levengood; numerous great-grandchildren, great-great-grandchildren, and nieces and nephews.

She was preceded in death by her brothers, Bob Lilly, Vivian Lilly, Rev. Bill Lilly, John Lilly and Jack Lilly; and sisters, Imogene Grimmett and Mary Carol Humphries.

The family will receive friends on Friday, December 19, 2025, from 5:00 p.m. to 7:00 p.m. at the Johnson Funeral & Cremation Service in Grottoes, VA.

A service celebrating Judi’s life will be held on Saturday, December 20, 2025, at 12:00 p.m. at Congregation of Christ Church, 3231 People’s Drive, Harrisonburg, VA 22801.

Memorial contributions may be made to the Sentara RMH Hospice, 2010 Health Campus Drive, Harrisonburg, VA 22801.
