HINTON W.Va. (Hinton News) – According to a criminal complaint, on October 7, an officer was dispatched through Summers County 911 to an alleged ongoing domestic disturbance located in Hinton.
When the officer arrived at the location, he reportedly noticed lights on around the back left side of the residence. According to the criminal complaint, the officer approached a white door at the rear of the house and overheard multiple voices and muffled shouting inside. The officer then reportedly knocked on the door and announced himself as law enforcement.
One of the alleged victims came to the door and reportedly had an appearance of being upset. According to police records, the alleged victim stated that her brother, later identified as Russell Adkins, had been screaming and calling her derogatory names and balling up his fists as if to strike her.
The victim reportedly stated Adkins had threatened to kill her and had been drinking liquor before the officer arrived.
The victim took the officer into the home and to the living room. The officer then reportedly observed Adkins lying on a bed.
The officer asked Adkins what was going on, and he allegedly responded by telling the officer to get the light out of his eyes using an expletive and allegedly proceeded to refer to the victim in derogatory terms.
The officer reportedly left Adkins on the couch and spoke with the female victim and an elderly male privately in a back room. According to the criminal complaint, the female victim allegedly stated that Adkins had recently been released from jail on a domestic violence charge against the male victim. The male said he was in fear for his safety because Adkins had struck him in the past.
During the time the officer was speaking with the victims, Adkins is reported to have aggressively entered the room, with his fists balled up and approaching the officer. According to the criminal complaint, the officer told him to calm down and return to the living room or risk being arrested if he persisted with his current behavior.
Adkins reportedly eventually complied and returned to the living room.
The officer noted he told the victims to stay separated from Adkins for the night and then exited the residence through the rear door. As the officer was walking to his cruiser, he allegedly heard Adkins screaming at the victims, saying he was going to kill them and calling them slurs. The officer immediately reentered the residence and drew his department-issued taser because of the escalation of the events.
According to the criminal complaint, when the officer opened the door, Adkins met him on the threshold with his fists balled up and advanced aggressively towards him. The officer reportedly gave many loud, clear commands for Adkins to stop and get on the ground. The complaint states that Adkins ignored these commands. The officer then used his taser on Adkins’ left side. This reportedly made him momentarily comply. The officer helped Adkins to the floor, rolled him over on his stomach, and put him in handcuffs without further incident.
According to the criminal complaint, the officer then notified Summers County 911 Dispatch of a taser deployment and one adult male detained.
At the time of writing, Adkins is in Southern Regional Jail with bail set at $1,300.
