Summers County man accused of credit card fraud

HINTON W.Va. (Hinton News) –  A Summers County officer responded to the vicinity of Summers Street on Sept. 26, in reference to credit card fraud. The victim stated that she had woken up and went to confirm her check had been deposited into her bank account. Allegedly, she noticed that there were three charges to her account that she didn’t make or approve.

According to the criminal complaint, the first unusual transaction was for $153.49 made shortly after midnight on the same date as the complaint. The second was also for $153.49 a couple of hours later and the third more than an hour after that for $103.49. The victim then told the officer she believed William Andrews to be the one responsible because, on Sept. 17, the victim was sick and asked Andrews to go to the store for her and had to give him her PIN number. She said that Andrews did the favor for her and returned the card.

She went on to say that on the previous evening of Sept. 25, she had come home and put her card on the coffee table under her car keys. The very same evening Andrews had come over to ask for cigarettes. After finding the erroneous charges on her card, the victim looked and found her card was missing. The victim advised the officer that the charges to her account occurred at the Hinton branch of Summit Community Bank at the outside ATM. This location is reportedly only one block from Andrews’ residence. 

On the same day, the officer went to Summit Community Bank and spoke with employees who advised he would need a subpoena in order to obtain footage from the ATM. According to the criminal complaint, the officer was able to view a still shot taken from the footage from the time of the first fraudulent transaction to the victim’s account. From this the officer was able to positively identify William Andrews, wearing a camouflage jacket with the hood pulled up. The officer was given information that the other two fraudulent transactions appeared to be by the same individual but in the second he was wearing a Chicago Bulls jacket and a Champion hooded sweatshirt in the third. The total taken From the victim’s account was $410.47.
